  Norwich Diocese Turns Over to State Eight Allegations of Child Sex Abuse

Norwich - The Norwich Diocese has submitted eight allegations of child sexual abuse to a state agency, a day after Bishop Daniel A. Hart apologized for failing to quickly turn over a letter alleging sexual abuse by a priest. The diocese on Wednesday turned over the eight allegations to the state Department of Children and Families, agency spokesman Gary Kleeblatt said.

He would not discuss specifics.

"Depending on the specific facts involved, we would review the allegations, see if the suspected perpetrator has access to children or turn it over to the police," he said.

DCF previously received one report from the diocese, which is required by state law to notify authorities of child sex abuse reports within 24 hours.

In a related matter, New London County State's Attorney Kevin Kane said Wednesday his department has not complied with the sexual abuse reporting law.

Kane said his office had not previously notified DCF when it was made aware of child sexual abuse in which the alleged abuser is someone unconnected to the family and the abuse happens outside the home.

"Up until today ... we have never notified DCF unless it's been in a situation where there was evidence of abuse or neglect in the home," Kane said.

Kane said that in the past, "if it's quite apparent that DCF will not have involvement" in an investigation of a child sexual abuse case, law enforcement was not likely to report the allegation to DCF.
