Victims of Father Charles Sylvester, a former Port Dover Priest, got to see the draft a few weeks ago. Sylvester was convicted of sexually assaulting 47 girls over nearly four decades, but passed away in prison. Some of the changes include open confessionals, as well as a system that requires two adults to be present when children are around
