	Witness Describes Abuse by Counselor Sexual-Imposition Charge Advances in Perry County The Columbus Dispatch July 27, 2007 http://www.columbusdispatch.com/dispatch/content/local_news/stories/2007/07/27/ tkeil.ART_ART_07-27-07_B5_I57D3M1.html New Lexington, Ohio — A Perry County church-camp counselor testified in court yesterday that he walked into a cabin to find another counselor, Timothy Stephen Keil, lying on a bunk bed caressing a young boy who was face to face on top of him. The boy's shirt was up and his shorts were down, and Keil was caressing his back and buttocks, counselor John Gornall testified in Perry County Court. "I removed the child. I told Tim to get his stuff, get out and don't come back," Gornall said. The boy was "petrified," he said. A short time later, he said, the staff at Scioto Youth Camp called the county sheriff and Children Services. Judge Dean L. Wilson ruled there was probable cause to believe that one count of gross sexual imposition was committed and ordered that Keil continue to be held on the $200,000 bond that the judge set Tuesday. He dismissed two other counts of gross sexual imposition. County Prosecutor Joseph Flautt said he will seek an indictment on the two additional counts and perhaps more when he takes the case to a grand jury next week. The young boys will appear before the grand jury, and there could be more charges as the investigation continues, Flautt said. A conviction on gross sexual imposition, a third-degree felony, carries a maximum penalty of five years in prison. Keil, a 43-year-old Lancaster resident who has volunteered at Fairfield Christian Church and at another camp, did not show any emotion as Gornall testified. The married father of six has a background of mental-health problems, including threats to himself and others, Lancaster police reports show. He had misdemeanor convictions in Pennsylvania in 1990 for indecent assault and corruption of a minor and was on probation for four years, said Lt. Paul Drake of the Perry County sheriff's office.
