Dunkirk, NY (WBEN) - A Dunkirk man has filed a police report against Bishop Edward Kmiec for Harassment and Unwanted Touching.

The alleged victim, Bill Parks, is co-founder of Catholic Parishioners Against Church Suppression, an activist group fighting the closing of churches by the Catholic Diocese of Buffalo.

At a church function, the altercation between the two men reportedly got physical. Parks says the bishop "went ballistic," "yelling and moving his arms about in a hysterical manner," and repeatedly pounded Parks in the chest, saying "you don't know anything about this."

Spokesman for the Diocese Kevin Keenan acknowledged that an "animated discussion" occurred between the bishop and Parks, but denied that the incident involved physical contact.

Parks and his fellow activists are working to keep two Dunkirk parishes, Saint Hedwig and Saint Hyacinth, open. The Diocese has not made any decisions regarding the closing or consolidation of parishes in Chautauqua County.
