Oggetto: l'eliminazione della norma che esenta gli immobili commerciali della Chiesa dal pagamento dell'Ici. Per i tre senatori dissidenti dell'Unione che avevano presentato la proposta - Gavino Angius, Accursio Montalbano e Roberto Barbieri - il momento non poteva essere più propizio L'altro ieri, da Bruxelles è partita la lettera della Commissione europea che chiede chiarimenti sulle agevolazioni fiscali a favore della Chiesa Entro trenta giorni il Governo Prodi dovrà spiegare quali siano esattamente i tipi di immobili che godono dell'esenzione. Il relatore dell'Unione alla Finanziaria, Giovanni Legnini, fino all'ultimo ha chiesto ai tre di ritirare una proposta che metteva sale grosso sulle ferite della maggioranza. Montalbano offre un compromesso, e fa eliminare l'inciso che avrebbe imposto l'Ici «anche alle attività commerciali svolte non a fini di lucro». Ma l'emendamento 2.800 che avrebbe assoggettato le altre attività commerciali all'imposta comunale resta. E viene bocciato. Votano no quasi tutti i senatori del Partito democratico, dell'Udeur, di Forza Italia, Udc, Alleanza nazionale. «Questa norma è sconcia», tuona in aula Francesco Storace. «Si vuole cancellare ogni traccia delle attività sociali della Chiesa e non ci si preoccupa delle nascita di 700 moschee». La Lega lascia libertà di voto, ma l'ex ministro della Giustizia Roberto Castelli si produce in un commovente ricordo delle sue partite a calcetto all'oratorio: «Questa norma è stata voluta dal nostro governo e me ne vanto! Tassare queste attività solo per ragioni di natura ideologica è fuori luogo». Fra le scrivanie della maggioranza schiacciare il tasto rosso è stato invece un complicato esercizio di realpolitik. Prima di farlo, i capigruppo dell'ala sinistra dell'Unione - Giovanni Russo Spena (Rifondazione), Manuela Palermi (Pdci-Verdi) e Cesare Salvi (Sinistra democratica) - discutono a lungo il da farsi. Votare no, assentarsi, astenersi. Alla fine i tre scelgono l'astensione (che in Senato equivale al voto contrario), salvo affidare alla più anticlericale delle senatrici - Rina Gagliardi - l'arduo compito di argomentare la «sofferta» decisione. Alcuni - come il Verde Mauro Bulgarelli - si dissociano «per non aumentare il disagio soggettivo». Altri - come l'ex repubblicano Antonio Del Pennino - votano sì senza indugio. Altri ancora, come l'ex liberale Valerio Zanone, pensano bene che l'unica cosa da fare è uscire dall'aula e non votare. Paradosso vuole che se fosse stata approvata, quella norma avrebbe risolto il lavoro del governo con Bruxelles. Per la Commissione europea la norma voluta dal Governo Berlusconi e di fatto confermata l'anno scorso da quello Prodi potrebbe discriminare alcune attività commerciali (quelle ri-conducibili alla Chiesa) dalle altre. E se è così, per gli uffici della Concorrenza si tratta di aiuto di Stato. Nel governo ne sono così consapevoli che all'inizio di ottobre Tommaso Padoa-Schioppa ha insediato una commissione di esperti al ministero dell'Economia per definire cosa voglia dire l'articolo 39 comma 2 bis del decreto Bersani che - per non muovere foglia - escludeva dal pagamento dell'Ici le attività che non abbiano «esclusivamente» natura commerciale. E però, se la maggioranza avesse votato a favore della proposta, si sarebbe certamente spaccata in due, con conseguenze devastanti per la tenuta del governo. Angius sparge sale: «Il Pd si dimostra ancora una volta prigioniero delle sue irrisolte contraddizioni e del ruolo dominante della componente Teodem. Ciò che veramente ha dell'incredibile è l'astensione dei senatori della sinistra». Ingoiato il rospo Russo Spena - già impegnato a disinnescare gli emendamenti degli ex Prc Rossi e Turigliatto e la rabbia dell'Udeur per l'astensione - schiuma di rabbia: «Un voto del tutto strumentale e da pierini. Non lo sanno che il Pd sulla Chiesa è spaccato? Se si ragiona così, Angius poteva pure presentare un emendamento che sancisce l'abbattimento del sistema capitalistico dal primo gennaio. Magari glielo votavo». "No ICI for the Church" polemics in the Unione's government coalition In the Senate, in which the two opposing coalitions are exactly split in two as an apple, rare is the amendment voted as follows: 12 in favor, 48 abstained, 240 contrary. The subject was the repealing of the norm which exempts the Catholic Church from real estate tax for property on which premises commerce takes place. The amendment had been presented by three dissident senators who previously belonged to the Unione's coalition and had profited from the momentum gained by that issue after the European Commission sent a letter to the Italian government asking the prime minister to send explanations within 30 days about which buildings owned by the church were getting the exemption status. The senator who had been charged by the Unione's coalition to present all the official articles in the 2008 budget law requested that the three senators withdraw their amendment so that other senator members of the coalition could not retaliate by voting "no" together with the senators of the opposition coalition and start a new government crisis. The three dissident senators tried to insist by saying they would withdraw the part of their amendment which obligated the church to pay real estate taxes also for no-profit business activities while maintaining the part related to the "for profit" businesses. To no avail. Their amendment did not pass. Almost all the senators of the two coalitions voted against it. "This amendment is shameful," thundered Francesco Storace, leader of the dissident group from the Alleanza Nazionale, the former-neo fascist party. "You want to cancel any trace of the church's social activities while you are not concerned with the 700 mosques which are going to be built in Italy," he said. Roberto Castelli, former justice minister of the Northern League, launched himself in a moving recollection of his soccer team matches at his parish when he was a boy: "This norm has been introduced by the former government and I'm very proud of it. Taxation of the church's activities for ideological reasons is just out of place," he added. The government coalition, the Unione, was disconcerted. To avoid a new government crisis they had to follow realpolitik. The problem was that those senate members of their coalition who are much attached to the Vatican would have voted against the amendment. But nine of those senators could not refrain from adding their vote in favor of the amendment, while many of the remaining ones had to take the decision to vote against, with "sufferance" as they stated afterward. It is a fact that to vote in favor of the amendment would have eliminated one of the big problems the government will face in the near future which is the likelihood of being ordered by the European Commission to stop discriminating between those commercial businesses run by the church and the other businesses run by private entrepreneurs. Gavino Angius, one the dissident senators, spread more salt on the wound: "The Partito Democratico (which is the new party formed by most of the former Communist Party and by most of the Christian Democratic Party) has once again shown its unsolved contradictions and has also shown the dominant role of its "Teodem" component. (Teodem is a neologism invented to describe those democrats who are strictly connected to the church.) The answer to Gavino Angius was given by Russo Spena, leader of the PRC (The Communism Refoundation Party): "Doesn't Gavino Angius know that the Democratic party is split in two for issues related to the church? If that is his reason then he could have also presented another amendment to cease the capitalist system from Jan. 1, 2008. "I would have voted for that!"
