  Quebecers Not in Forgiving Mood

ROME — Canada's top Roman Catholic official says he's surprised by negative reaction to his open letter in which he asked Quebecers to forgive errors committed by the church before 1960.

Marc Cardinal Ouellet admitted in a letter published in Quebec newspapers Wednesday scandals have tarnished the image of the church in Quebec and "we must humbly ask forgiveness."

Ouellet, archbishop of Quebec City and Roman Catholic primate of Canada, wrote "abuse of power" — including sexual assaults by priests against children — has shaken public faith.

Contacted in Rome by Quebec TV stations, Ouellet said yesterday he hopes his critics will make an effort to open a dialogue with the church.

"I am aware that some people are not satisfied with what I did or maybe they criticize what I did but it is a first step in a journey of dialogue in order to understand each other better," he said.

The Quebec Assembly of Catholic Bishops and Canadian Conference of Catholic Bishops said Ouellet was expressing personal beliefs and was not writing on behalf of the church.
