  Extension of Sex-Abuse Victims' Claims Falters

For the second time in three years, lawmakers have killed a bill that would have given victims of childhood sex abuse more time to file civil claims against their alleged abusers or the institutions that may have harbored them.

The House Judiciary Committee voted 8-2 Wednesday against House Bill 1011, which would have lifted the statute of limitations for any new or recent sexual-abuse case. It also would have created a two-year window so that victims whose statute of limitations has run out could still file a case. "The people who were assaulted as children bare those scars the rest of their lives," said the bill's sponsor, Rep. Gwyn Green, D-Golden.

Committee members expressed sympathy for victims. But several raised concerns about lifting the statute of limitations. The Colorado Catholic Conference, the Catholic Church's political arm, opposed the bill.
