LEESBURG - A jury convicted an iconic civil-rights figure of incest yesterday after concluding that he had sex with his teenage daughter 15 years ago. The Rev. James L. Bevel, 71, a top lieutenant to Martin Luther King Jr. who also helped organize the Million Man March, faces up to 20 years in prison when he is sentenced. The four-day trial in Loudoun County Circuit Court included bizarre testimony about Bevel's philosophies for eradicating lust, and parents' duty to "sexually orient" their children. (AP)

House acts to delay Colombia trade bill

The Democratic-led House, in an election-year showdown with the White House, yesterday effectively denied President Bush a vote any time soon on a free trade agreement with Colombia, a key South American ally. The House voted 224-195 to eliminate a rule forcing it to vote on the trade agreement within 60 legislative days of the president's submitting it to Congress. Bush sent the agreement to Capitol Hill on Tuesday, starting a 90-day clock for the House and then the Senate to either approve or reject the pact. The House action in all likelihood kills consideration of the Colombia agreement this year. (AP)

FLORIDA

Fine sought in lapse at nuclear plant

MIAMI - The federal government wants to fine Florida's largest electric company $130,000 because security guards slept on duty at a nuclear plant. The Nuclear Regulatory Commission says Florida Power & Light Co. violated security requirements at the Turkey Point plant from 2004 to 2006. It says guards served as lookouts while others slept on the job. The commission says in a letter to the utility that its "inattentive behavior" is of particular concern and can't be tolerated. The utility's nuclear spokesman says the company has made security changes to ensure this doesn't happen again. (AP)

NEW YORK

Governor won't OK LNG terminal

NORTHPORT - Governor David Paterson said yesterday New York won't approve plans for a $700 million liquefied natural gas terminal in Long Island Sound, a project that supporters say would reduce utility bills but that critics say would be an environmental hazard and a possible terrorist target. Paterson joins Connecticut Governor Jodi Rell and a host of elected officials on both sides of the sound who oppose the project. The 1,200-foot-long, 82-foot-high terminal would be located 9 miles from Long Island and 10 miles from Connecticut. (AP)
