  Church Youth Leader Arrested

A 46-year-old Kenai man was arraigned in Kenai District Court on Saturday on three counts of second-degree sexual assault of a minor.

Richard J. Wagner, a church youth leader, was arrested Friday by Kenai police following an investigation by the Alaska Internet Crimes Against Children Task Force looking into child pornography.

According to an Alaska State Trooper press release, a Pennsylvania State Trooper conducted an undercover child pornography investigation in January that resulted in the discovery of a substantial amount of graphic child pornographic movies ? much of it male-on-male ? on a computer in Wagner's Kenai residence.

Task force members served a search warrant there Friday and seized multiple items including at least 20 pornographic videos on the computer, according to Kenai Police Investigator Dave Ross.

The investigation also revealed Wagner allowed at least two boys to spend the night at his residence unsupervised, according to troopers. During police interviews, one of the boys told Kenai police of the alleged sexual abuse.

Ross said the investigation is ongoing and additional charges may result from work of the task force, which includes troopers, the FBI, Immigration and Customs Enforcement and Anchorage police.

Following his arrest Friday, Wagner was taken to Wildwood Pretrial Facility.

Bail is set at $20,000 appearance bond, $20,000 performance bond and Wagner will be required to have a court-approved, third-party custodian if he is released.
