  Minister Arrested in Alleged Child Rape

An investigation that began with a tip to a state operated hot line resulted in the arrest of a Pine Bluff minister Thursday afternoon on rape charges.

Lt. Bob Rawlinson said Edgard Franklin Jr., 43, was taken into custody at about 2 p.m. Thursday on probable cause of rape.

Franklin is the pastor of a Pine Bluff church.

Rawlinson said approximately three weeks ago, detectives were notified by a State Police Crimes Against Children and Families hot line operator about the reported rape of a 16-year-old girl in Pine Bluff.

He said an investigation “revealed enough evidence to support the report as being factual,” and information developed “indicated the sexual assaults have been going on for the past two years.”

Franklin was taken to the Jefferson County Detention Center and will appear for a probable cause hearing on the allegations today at 10 a.m., before Circuit Judge Rob Wyatt Jr.
