Buckeye Pastor Charles Lawrence Carfrey has been indicted on charges of sexual exploitation of a minor, failure to register as a sex offender and kidnapping, according to Maricopa County Attorney's Office records.

Carfrey, 59, pastor of The Lord's House Church in Buckeye, pleaded not guilty at his arraignment on April 8. His next court date is scheduled for May 22.

The indictment alleges that Carfrey engaged in sexual intercourse with four girls ages 15 to 17 between April 7, 2004, and May 7, 2005, and knowingly restrained another "with the intent to inflict death, physical injury, or a sexual offense on her," documents state.

Carfrey has been in custody since March 20, when he was arrested on suspicion of running a criminal syndicate, engaging in sexual misconduct with a minor and sexual abuse during counseling sessions, police said.

The church's assistant director, Debra Hinkley, 47, was arrested April 14 at a home in Tonopah, authorities said. She is accused of hindering prosecution, influencing a witness, resisting arrest and simulating an explosive device.

Police believe Hinkley threatened and bullied some of the witnesses in the case and attempted to hide evidence. She refused to comply with a search warrant and fought police when they tried to arrest her, police said.

Carfrey started as a pastor in Oregon in 1990 and moved to Buckeye in 2000 or 2001, police said. He is accused of fondling women and teenagers in both states during counseling sessions.

His pastoral certification also is in question. His degrees are from a diploma mill, officials said.

Authorities also are looking into fraud charges.
