THE findings of today's inquiry into institutional abuse suffered by children have been a long time coming. The Government set up the Commission to Inquire into Child Abuse almost a decade ago and the time lag in itself raises questions.

More than 2,000 victims who told the commission how they suffered physical and sexual abuse have had a long and troubled wait.

Significantly, the commission held more private than public hearings.

Inquiring into the allegations has been a massive undertaking, with more than 100 institutions run by religious orders examined.

About 35,000 children were placed in a network of reformatories, industrial schools and workhouses up to the 1980s. This painful process has involved soul searching on all sides, with the inquiry spanning 60 years.

We must learn its lessons -- like all reports its usefulness will be measured by how those lessons are implemented.
