He has welcomed a national report by University of Sydney academics who looked into 191 cases of abuse across the country between 1990 and last year.

The report makes eight recommendations, seven of which are already in place in Tasmania.

The oustanding matter, developing a standardised way to record abuse, will be enacted over time.

The recommendations include introducing a screening system for people working with youth and ensuring safe ministry policies are in place.

Bishop Harrower says preventing the wrong people from entering the church is a priority.

"When a person applied to come to a diocese to serve as an Anglican Minister or a youth worker that we actually had some governance control so that we could actually say, yes these people have been through these screening and training processes," he said.

Bishop Harrower has again apologised to people who have been sexually abused by priests or church workers.
