On July 16 the Vatican announced a series of personnel changes, including new appointments to several mid-level posts in the Secretariat of State. The moves-- announced after Pope Benedict had left Rome for his summer vacation-- came after weeks of rumors about a possible shake-up in the powerful Secretariat of State; Vatican-watchers suspect that further changes may soon follow.

Among the appointments announced on July 16, Msgr. Peter Brian Wells, an Oklahoma native, was named assessor at the Secretariat of State. He replaces Msgr. Gabriele Giordano Caccia, who was named apostolic nuncio to Lebanon.

Also, Archbishop Carlo Maria Vigano, another official in the Secretariat of State, was named secretary-general of the Vatican city-state governorate. He replaces Bishop Renato Boccardo, who was named Archbishop of Spoleto-Norcia, Italy.
