UNITED STATES/VATICAN CITY -- The Baffling Silence of the American Government

Dr. Miguel Humberto Diaz is the American Ambassador to the the Holy See, the State of the Vatican City(1). As yet, there has been no official reaction from Dr. Diaz, on behalf of the United States Government, demanding official accountability by the State of the Holy See to the citizens of the United States of America for crimes committed by its officials against American citizens.

There is a great deal of reaction regarding the silence of the Holy See government, and its head of state Pope Benedict XVI, regarding these atrocities. The silence of the American Government, charged with the protection of its citizens, against all enemies foreign and domestic, is somewhat more puzzling. Thousands of America's most vulnerable citizens have been terrorized by agents directly under the supervision of a foreign power. Where is the official action from the American government?

Secretary of State Hillary Clinton has also refrained from exercising the duties of her office despite the many thousand attacks and assaults against American citizens aided by this foreign Power. Diplomatic relations and status must be reviewed immediately, and appropriate limitations and suspensions applied as a result of the Holly See's official complicity to these heinous crimes. The American government must not remain inactive when its people have been so egregiously violated.
The Sovereign State of the Vatican City
As a result of the Lateran treaty of 1929 (2) , the State of the Vatican City, The Holy See, is a sovereign state with official diplomatic relations with 178 nations and permanent observer status in the United Nations (UN), the Organization of American States (OAS) in Washington, the African Union (AU), the World Tourist Organization (WToO), the World Trade Organization (WTO), the World Health Organization (WHO), the World Food Program (WFP), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Environment Program (UNEP), the United Nations International Drug Control Program (UNDCP), the United Nations Center for Human Settlements (UNCHS), the Latin Union (LU), the International Organization for Migration (IOM), the International Labor Organization (ILO), the International Fund for Agricultural Development (IFAD), and the United Nations Food and Agriculture Organization (FAO)(3). The Pope, as Monarch, is the official head of state of the Holy See.

Priests, Nuns, and Bishops around the world must declare their fealty to the Pope who is their spiritual leader, their employer, and the head of the Vatican government. The Diplomatic Corps of the Holy See has envoys lobbying and negotiating with virtually every government on the planet regarding their domestic policies as well as International issues and foreign policy.

Although a long relationship had existed, formal diplomatic relations between the Holy See and the United States were established in 1984 (4).
Americans Citizens Attacked
Across America, children have been abused and traumatized. The flood gates opened in Boston(5) when, in 2002, the Boston Globe exposed the depraved indifference to the suffering of the children in order to protect their institution and the Vatican(6). As information began to leak it became apparent that the Vatican had been very adept at protecting itself. Alabama, Alaska, Altoona, Atlanta, Chicago, Davenport, Denver, Dubuque, Fall river, Honolulu, Ignacio, Kansas, Los Angeles, Largo, Miami, Maine, Minneapolis, Omaha, Orange County, Palm Beach, Peoria, Philadelphia, Phoenix, Portland, Pueblo, San Antonio, San Diego, San Francisco, Spokane, Stockton and Tucson have all discovered multiple cases of sexual abuse committed by clergy under the direct supervision of a foreign government(7). Thousands of American children have been terrorized by pedophiles who have been granted protection and sanctuary by that same foreign government, the Holy See.

The latest revelation demonstrates that the current Head of State, Pope Benedict XVI, while a Vatican official, actively and knowingly participated in the protection of a criminal who victimized and terrorized at least 200 American children at a school for the deaf in Milwaukee, operated by the catholic Church under the authority of the Vatican(8). The complicity of a foreign government to crimes committed by one of its agents, Father Lawrence Murphy, against American citizens, must be addressed by all possible official channels.

The Holy See continues to work diligently, distancing itself from any possible accountability and responsibility. They have claimed the status of joint victims with those who have truly suffered, choosing to redirect all blame onto the very individuals they continued to support and enable throughout their crime sprees. Official statements from Pope Benedict XVI have proved inconsistent with emerging evidence, and his handling of the situation is appearing increasingly disingenuous(9).
A Call to Action
This is no longer a civil matter to be hushed up by out of court settlements. This is no longer a series of coincidental criminal matters to be prosecuted individually. This is not a problem with a local church but with a theocratic foreign government who has made inroads into American society and wreaked terror and havoc on the American people.

Agents and employees, including the current head of state of the Holy See, have continuously and systematically targeted citizens of the United States and/or acted to conceal those crimes. Congressional Representatives and Senators must be petitioned and the Federal Government must be required to act on behalf of the protection of its citizens. The American government must take action or be required to explain why it remains silent when faced with thousands of its children who have been raped and abused by individuals who received aid and sanctuary from a foreign government that continues to receive full Diplomatic privileges.
