NEW HAVEN (CT) -- A Colorado man charged with sexually abusing boys at a school he founded for street children in Haiti is due in court for a hearing on his motion to dismiss the charges.

Douglas Perlitz is scheduled to return Thursday to federal court in New Haven.

Authorities accuse Perlitz of enticing children at the Project Pierre Toussaint school in Cap-Haitien into sex acts by promising them food, shelter, cash, cell phones, electronics and shoes.

The 39-year-old Perlitz has pleaded not guilty.

His attorney, William Dow III, has challenged the prosecution in Connecticut based on charges of foreign misconduct.

Prosecutors objected, saying Congress had "powerful justifications" for allowing domestic prosecutions of illegal sexual conduct abroad.
