Under Texas law, registered sex offenders must list a permanent address unless they are transients. Gilbert Gauthe-- whom the late Bishop Gerald Frey of Lafayette appointed diocesan Boy Scout chaplain despite allegations of homosexual abuse-- was released from his latest prison sentence because he previously failed to register as a sex offender.
