Castellon police can not investigate a suspected paedophile priest because the alleged victim has not made a complaint.

The Chief Prosecutor of the Audiencia Provincial de Castellón, Javier Carceller, today said that the prosecution may investigate the alleged sex abuse of a monk condemned by the order of the Discalced Carmelites in Castellón if the victim does not make the complaint personally.

In a press conference, the chief prosecutor explained that the letter received yesterday by the Castellón Provincial Prosecutor from the Prosecutor of Valencia is not valid to begin criminal investigation procedures. The Order of Discalced Carmelites presented on Monday a letter to the provincial prosecutor of Valencia in which they were to reveal a suspected case of child abuse allegedly committed by a friar of the order against a minor in 2007.

The prosecutor explained that, in cases of crimes against sexual freedom, it is the victim that must report the incident or if it is a minor, would be those with parental authority or the prosecution itself, but in this case the victim, found in Peru, is 19. Javier Carceller said that the prosecution will try to contact the victim to see if he "has the intention or the willingness to report the known facts."

The prosecutor has stated that it is not necessary for the young mam to be in Castellón, but it would be enough "to have verifiable information".
