So the pope has condemned police raids on the Belgian catholic church and demanded a role in investigating it.

Shut up you silly old fool. The catholic church has to be subject to the same police action as any other individual and frankly, the last organisation I'd trust to carry out investigations of child abuse is probably the catholic church, given their track record.

'Benedict stressed that abuse within the church needed to be handled by both civil and canon law, "respecting their reciprocal specificity and autonomy".

No, the church has no formal authority in Belgium to interfere in criminal investigations. In such matters, no religion is above or even equal to the law, the Vatican can butt out.

This is a matter for the Belgian police to deal with and if you don't like it, tough titty.
