YORK COUNTY, SC (WBTV) - Authorities have charged a Rock Hill pastor for allegedly practicing medicine illegally at his church where he is also accused of fondling a boy.
The allegations involve Rev. Johnny William "Bill" Cabe who is the minister of Riverside Independent Baptist Church in Rock Hill.
Cabe, 50, turned himself into the York County Sheriff's Office Tuesday morning following a police investigation.
According to the police report, the alleged incidents occurred between January and June of 2009 at the pastor's home, but the arrest warrant said the sexual misconduct happened at the church.
The Sheriff's report says a parent took her child to a counselor after her son told the parent he had been touched inappropriately by their pastor.
The warrant narrative says Cabe offered to watch the child while the parent while she was working or in school.
"They were all members of the same church and that would be the relationship. I believe he offered to give some care, more or less baby sit or day care type for the child," said Lt Mike Baker with the York County Sheriff's Office.
According to the warrant, Cabe is accused of operating a medical-type clinic in the church to help cure human ailments. He is also accused of touching a boy's penis for sexual gratification, the warrant said.
The sheriff report says the parent broke off contact with Cabe, but the allegations didn't stop there.
"One of the allegations is that Mr. Cabe did continue that contract even though he was directed not to," said Baker.
The warrant says Cabe gave the boy a phone SIM card without his parents' knowledge.
Cabe was charged with committing lewd act on a child under 16, contributing to the delinquency of a minor, and unlawfully practicing medicine. He had a bond hearing Tuesday afternoon. The Judge set Cabe's bond at $12,000, and WBTV has been told he bonded out late Tuesday afternoon.
Cabe's criminal history involves prior allegations of inappropriately touching children.
In 1993, Cabe was charged with child sexual abuse. Two boys accused him of fondling them under the pretense of checking them for hernias. Cabe was also the pastor of the Rock Hill church where the boys attended school. Those charges were later dismissed.
Cabe received a nine-year prison sentence after being convicted in 1998 of operating an investment club called HisWay International Ministries.
Prosecutors said Cabe's ministry took $8.5 million from investors across the country and promised them a 500 percent return in 90 days.
