A group that represents victims of clergy sex abuse says the Milwaukee archdiocese's cash offer to settle lawsuits amounts to a bribe unless it also agrees to other concessions.

The group is the Survivors Network of those Abused by Priests. SNAP spokesman Peter Isely (IZE'-lee) said Friday that victims also want the archdiocese to be more transparent. They also want every priest to sign a document saying he's never sexually abused a child.

The archdiocese had offered $4.6 million to resolve lawsuits filed by 16 people. Isely says the settlement was rejected because money is secondary to the other concerns.

Archdiocese spokesman Jerry Topczewski (top-CHES'-kee) says the church has already released whatever files are relevant. He says he believes the archdiocese and victims can reach agreement on any outstanding issues.
