  Sex Offender Burned Child with Cigarette, Police Say

A Louisville man is charged with criminal abuse after, police said, he burned a 4-year-old girl on her buttocks with a cigarette.

WLKY has learned there's a connection to a former priest who is also a registered sex offender.

Police said the victim's mother was giving her child a bath when she noticed a burn mark. She then contacted police, who filed a report and took photographs of the child's injury, according to the arrest warrant.

Police said 23-year-old Ramon Buchanan burned the victim with a cigarette last October while Buchanan's girlfriend was baby-sitting the victim.

Police said the incident happened at an apartment complex in the 6500 block of Hackel Drive.

The arrest warrant said Buchanan "did this because (the) victim was being bad."

Jahaira Riddle, the victim's baby sitter, said Buchanan was never alone with the child. "He was there about an hour, hour and a half, but never by himself," Riddle said. "He always set in the living room with me and the kids."

Buchanan was convicted of sexual abuse in 2007 in Union County in southwestern Kentucky. The victim in that case was also a 4-year-old.

The victim's mother told WLKY's Kristen Drew in a phone conversation she was aware Buchanan was on the sex offender registry. "I thought I could trust him but I couldn't," she said.

The woman said when she asked her daughter about the burn mark the victim said, "Uncle Ray burned me on my butt with a cigarette."

Buchanan lived at the Hackel Drive apartment complex for three years with a man named Daniel Clark, a former Catholic priest convicted twice of sexually abusing children.

While Clark was not willing to speak on camera, he did tell WLKY he "felt for Buchanan" and let him stay with him.

Clark said the victim's mother, who alleged Buchanan burned her child, lived in the apartment below Clark's apartment.

Clark said police were constantly at the woman's home, and he often heard the woman yelling at her children.Clark believes Buchanan is innocent, telling WLKY, "I'm convinced the mother is the one that did it."

Clark said Buchanan agreed to take a polygraph test, but the detective never returned the call.

Police arrested Buchanan on Friday at a home on Hillview Drive.

The owner, Kevin Yeates, said Buchanan rented a basement apartment from him for two months, and he was not aware Buchanan was a registered sex offender until police came to the home.

Buchanan is also charged with failure to comply with the sex offender registry. He's being held at Metro Corrections on a $10,000 full cash bond.
