Gov. Eddie Calvo

Gov. Eddie Calvo signed a handful of bills into law this morning, including two controversial bills that deal with victims of childhood sexual abuse.

Bill 33 removed a statute of limitation on criminal charges against suspects who have allegedly assaulted victims under the age of 18. Previously, victims had to report these assaults by the age 21.

Bill 34 creates a two-year window for lawsuits against perpetrators who allegedly abused minor victims, regardless of when the abuse occurred. This bill was openly opposed by the Archdiocese of Guam.

Although the first bill does not have a retroactive impact, the second bill would allow an opportunity for children who were victimized decades ago to seek justice in a civil court.

Calvo also signed a bill banning shark finning and another bill that makes animal abuse a felony crime.
