  SNAP Applauds Signing of Bills 33 & 34

Guam - The Survivor's Network of those Abused by Priests [SNAP] is applauding the Guam Legislature and Governor for passing and signing Bills 33 and 34 into law.

Bill 34 opens a 2 year window for victims of child sexual abuse to file civil suits against alleged perpetrators. The companion measure, Bill 34 lifts the statute of limitations on filing criminal allegations against alleged child sexual abusers.

The Archdiocese last month expressed the hope that Governor Calvo would veto Bill 34, but the Governor said that amendments to Bill 34 limiting liability to individuals and not institutions convinced him to sign it.

In reaction to the signing of the measures, SNAP's Western Regional Director Joelle Casteix released the following statement

"We congratulate the brave victims who fought to pass these anti-crime laws. Numerous men and women publicly shared their stories of pain, shame and isolation and fought to ensure that what happened to them will not happen to another child.

We also applaud Guam's lawmakers, who fought great odds and opposition to protect children and punish perpetrators.

No child deserves to be abused. No child should ever be knowingly put at risk. If you have been abused, there is help available. If you are a victim, or have witnessed or suspected abuse, please report to law enforcement."
