PHILADELPHIA (AP) - A woman appointed by Philadelphia Cardinal Justin Rigali to serve on a priest-abuse review board is blasting his handling of the scandal.

Nursing professor Ana Maria Catanzaro leads a church panel that reviews complaints against priests in the Philadelphia archdiocese.

A grand jury this year criticized the panel and church officials for leaving dozens of problem priests in ministry.

But Catanzaro writes in the magazine Commonweal that the board never saw most of those cases. She says the archdiocese pre-screened them.

She also says the panel never saw psychological files that might show patterns of inappropriate behavior.

The grand jury has charged three priests and a teacher with rape, and a monsignor with endangering children through priest transfers.

The archdiocese did not immediately return an Associated Press call for comment.
