A NOTORIOUS paedophile priest has started a new life in England, where he is not subject to scrutiny under the UK's sex offenders' register.

Bill Carney (61) was named as one of the worst offenders in the 2009 Murphy Report, having abused 32 children, one of whom took his own life.

Police in the UK are almost powerless to intervene because Carney's conviction for two counts of indecent assault happened in Ireland in 1983. As a result, he is not on the UK sex offenders' register because the offences happened outside British jurisdiction.

Having been defrocked in 1992, Carney married in 2004 and ran a bed and breakfast in St Andrews, Scotland, with his wife Joan for a number of years.

He later fled to Spain, following publication of his address in Scotland.

However, it has now emerged that Carney is living in Northleach, Gloucestershire -- just 100 yards from a playground.

His presence has raised fears locally after it was found that his back gate led straight on to the children's area.

Northleach Town Council was only informed on Wednesday that Carney was in the area.

Yesterday, the council said that residents who had any concerns about safety in the community should contact the local policing team.

Carney himself made no comment when confronted at his new address by reporters from the 'Gloucestershire Echo'.

He has never been tried for the numerous allegations outlined in the Murphy Report.
