Fr Kael was a member of a religious order against whom one allegation of child sexual abuse was made.

Fr Kael admitted that he had a sexual relationship with a nun whom he had solicited in the confessional.

There was evidence that Fr Kael was known in the area as someone who frequented the pubs, 'drinking, playing cards and womanising'.

The complainant said that she had been assaulted by Fr Kael while he was visiting her school. She was aged 11 at the time.

She wrote to the priest in 2002 seeking an apology from him, but he claimed he had no memory of the incident.

She then made a complaint to the head of the order and the order investigated the incident.

The matter was reported to the gardai who did not recommend prosecution, because of the 'minor nature of the incident' and the lack of corroborative evidence.

Restrictions were placed on Fr Kael's ministry because of his relationship with the nun.

The report finds that the handling of this case by the order in question was in sharp contrast to almost all the other cases in the report.

It was found that the order, unlike the Diocese of Cloyne in most other cases, dealt properly with the complaint and followed procedures correctly.
