  New Nuncio in Washington. and a Canonist Enters the Governorate

Archbishop Carlo Maria Vigano, current Secretary of the Governorate of Vatican City, has agreed to become apostolic nuncio in the United States, replacing Pietro Sambi who has been called back to Rome to cover a Cardinal assignment. So, after months of tension and conflict, the turnover revealed three weeks ago by Vatican Insider has been decided. Vigano, in less than two years, has introduced better coordination of management tools, creating an office of Management Planning and Control; he established a goods and services Procurement office, centralizing all purchases and obtaining greater discounts from suppliers; he has ensured that the workers involved in internal work done in the Vatican are coordinated in a rational way; he demanded the presentation of projects with accurate cost estimates, and that there always be a project manager.

In implementing these reforms, apparently the Lombard prelate touched the sensitivities of many, making relations between the General Secretariat of Governorate and office heads increasingly difficult. He also clashed with Secretary of State top management. This is why Benedict XVI, having listened to all parties, decided for the turnover. Replacing Vigano in his role as number two of the Governorate will be the canonist Giuseppe Sciacca, listener of the Roman Rota, known and esteemed by both the Pope and the Secretary of State Tarcisio Bertone.

The nuncio in Washington is an honorable solution: it is an important and prestigious role, which shows an acknowledgement of the service provided by Monsignor Vigano in Rome in recent years, also as a delegate for papal representation in charge of personnel.

The current nuncio to Washington, Archbishop Pietro Sambi, could be designated as the President of the Prefecture for Economic Affairs of the Holy See, or, according to other sources, as President of the Governorate, replacing the resigning Cardinal Giovanni Lajolo.

One of the possible diplomatic destinations which were mentioned in recent weeks for Vigano was Prague, a seat which is currently vacant. But the capital of the Czech Republic could instead receive another nuncio, from Dublin, Archbishop Giuseppe Leanza, who has been in Ireland since 2008.
