KANSAS CITY, Missouri - A group representing abuse victims wants the Catholic church to live up to an agreement made three years ago.

In August, 2008, Kansas City's Catholic diocese settled lawsuits involving 47 victims and 12 priests for $10 millions.

The settlement also required the diocese to fulfill 19 commitments to prevent future abuse.

That's where the victim's group says the church has failed.

Wednesday afternoon a representative of SNAP- the Survivors Network of those Abused by Priests- said it's asking the church to go to arbitration, again.

SNAP says if the church doesn't follow through it will file a lawsuit, although that has been threatened before. SNAP also has new demands.

The group wants all church employees to sign a pledge to report suspected abuse. SNAP also wants the names of credibly accused priests published on the church's website.

"These are simple steps. None of these have been taken. So Finn has exhausted his good will. He has exhausted his good name because he has failed in so many times," said Barbara Dorris, an outreach director for SNAP.

SNAP also wants two police officials removed from the church's abuse review board because of the way they handled recent allegations involving Fr. Shawn Ratigan.

A spokeswoman for the diocese says she has not yet seen SNAP's new demands.

She says if SNAP had concerns about the makeup of the review board, it should write to the board chairman.
