  Kc Priest Abuse Probe Report Reveals Problems

KANSAS CITY, Mo. -- A long awaited report on the problems of the Catholic diocese of Kansas City confirms problems in the way the local church handles reports of abuses by its priests.

"Our investigation identified shortcomings, inaction and confusing procedures," said the reports leading investigator, former US Attorney Todd Graves.

"But we believe Bishop Finn and the leadership of the diocese understand the gravity of the issues and take these recommendations seriously," he added.

Among the findings included in the report:

-Gatekeeping consolidated into a single administrative office

-Failure to follow diocesan policy in a timely manner

-Reliance on limited professional judgments rather than the Independent Review Board

-Misplaced trust in Ratigan's agreement to comply with restrictions

The last finding is a reference to Father Shawn Ratigan. He is a Clay County priest who is now facing state and federal pornography charges. Ratigan's arrest in the spring touched off the priest abuse scandal in the local diocese.

In a news release, Bishop Robert Finn said, "Graves' recommendations are comprehensive, thoughtful and detailed. We understand their importance and are focusing on them."
