Clerical child sex abuse survivors are calling for an easing of the seal of confession.

It follows the Vatican's response to criticism from the Irish government following the publication of the Cloyne Report.

Canon law clearly states that the sacramental seal of confession can't be broken.

However, the government now plans to make reporting of child sexual abuse mandatory for priests in all situations.

Andrew Madden is a child abuse survivor:

"Clearly when it comes to reporting child sexual abuse there's a clear qualification. I would guess that the qualification, as they've worded it there, is in relation to confession. I would make the point that there should be no exclusions from child protection legislation for the Catholic Church."
