Of particular concern is the length of time a consciously constructed cloud of silence was maintained by university personnel in the misplaced interest of protecting the image of the university as opposed to the mental and social well being of the innocent victims. In the long lasting shadow of the equally publicized Catholic priest sex abuse scandal, the officials of Penn State University has absolutely no defensible reason for not having voluntarily addressed this most sensitive of violations of innocence. Consequently, the ŒCOCW unequivocally supports the application of stern measures by local authorities and the U.S. Justice Department in response to these criminal activities. Additionally, the ŒCOCW calls for parties involved to be brought to justice before the public tribunal as a demonstration of complete non-tolerance for all perpetrators of such criminal acts.
