The Franklin man accused of sexually abusing two young boys he met while volunteering as a church bus driver paid bills for their parents and showered them with gifts, a police report states.

According to investigators with the FBI and the Hamilton County Sheriff's Office, 46-year-old Jory Leedy met the boys in 2012 while he was a volunteer bus driver for Target Ministries of Dayton.

"Leedy would go to poorer neighborhoods in the Dayton area and give rides to those who needed assistance from the ministry," court documents state.

Among those he picked up in 2012 were two young boys, who investigators say would become his victims.

Over a two-year period, detectives said Leedy showered the boys with gifts and trips.

Investigators said Leedy also sexually abused them.

"It's horrible because he's taking advantage of people and they think he's doing a good thing and he's a horrible person," said a woman who lives in Leedy's Franklin neighborhood who did not want to be identified.

Investigators said while at hotels, "The boys and Leedy would sit naked on the bed ... Leedy would touch them" and "French kiss the boys."

Details of the alleged sex abuse are too graphic to report.

According to a Fairborn police report obtained by WLWT, Leedy called police on Sept. 14, 2015 after he got into an argument with the boys' father.

According to the report, "the argument started because Jory made him feel 'inferior' and like a loser dad in front of (the boys)."

The father reportedly told police, "He was also upset with Jory as he feels Jory is brainwashing" the children and explained, "Jory pays for the family's bills and half of the rent for the house."

The father told police Jory takes the kids out to eat a lot and "helps them with their homework nightly." He picks them up from school and "also pays their school tuition."

When officers asked how long Jory sees the boys, the father told them "every day for several hours."

The report states the father admitted he has never been to Jory's house and didn't know where he lived.

Leedy reportedly told the family his name was "Jordan Leedy."

When Fairborn officers told the boys' parents Leedy was a sex offender who was previously convicted and served prison time for gross sexual imposition for having sexual contact with a juvenile, "both stated they had no idea."

Children services was then contacted. Investigators said the boys told counselors about the sexual abuse.

In 2002, Leedy was convicted in Montgomery County. The victim was an 11-year-old boy he met through a mentorship program.

Leedy was recently living on Arlington Avenue in Franklin with his parents.

Leedy waived his detention hearing Wednesday afternoon and will remain at the Butler County jail.
