Mangilao Man Says Priest Took Nude Photos of Him As a Boy

A man said a former priest, who also was his scoutmaster, took nude photos of him at a Mangilao church rectory and sexually abused him in the early 1960s.

John A.B. Pangelinan, 67, said he was about 11 or 12 when former priest Louis Brouillard sexually abused him in or around 1961 or 1962. Brouillard was a scoutmaster in the Boy Scouts of America.

Pangelinan, now living in Mangilao, is the 33rd man to file a Guam clergy sex abuse lawsuit. He's demanding at least $10 million in damages, double the minimum amount requested by others. the lawsuit, filed in the U.S. District Court of Guam Friday afternoon, also names the Boy Scouts of America and the Boy Scouts of America Aloha Council Chamorro District as defendants.

The lawsuit says Brouillard approached Pangelinan when he was hanging out with a group of boys after a scouting event. The complaint states Brouillard told Pangelinan he wanted to take some pictures of him, and the boy thought it was for the Boy Scouts.

“When inside the rectory, Brouillard instructed John to remove his clothes, directed him to stand in front of a three-sided mirror, and began taking pictures of John while John was naked," the lawsuit states, and Brouillard also touched Pangelinan's private parts.

During Boy Scout weekend activities, Brouillard would swim naked and routinely instructed Pangelinan and other boys to remove their clothes. Brouillard then would grope and touch their private parts, the lawsuit alleges.

The lawsuit states the Boy Scouts of America and Aloha Council knew or should have known Brouillard was a sexual predator of young boys before Brouillard sexually abused Pangelinan “because Brouillard had been committing acts of sexual molestation as a Boy Scout leader for ... at least two decades prior to molesting John.”

The lawsuit says other priests, including Archbishop Anthony S. Apuron and the now deceased Bishop Apollinaris Baumgartner, Monsignor Zoilo Camacho and Father Antonio Cruz and others were aware of the abuses.

In the 1920s, the complaint states, the Boy Scouts created and maintained a highly confidential file system often referred to as the “ineligible volunteer” file, with the names of those identified as posing danger to children because of a variety of moral offenses. Between 1965 and 1985, at least 1,200 “perversion” files were created for scout leaders, employees, servants, officers, volunteers and/or agents, who molested one or more children, the lawsuit says.

Archdiocese statement

The Archdiocese of Agana, now facing 33 clergy sex abuse lawsuits, issued Friday a statement extending prayers for victims of clergy sexual abuse.

"I ask all our Catholic faithful to pray for these men, other individuals who have come forward and yet others who have suffered sexual abuse from those they had trusted. All victims of sexual abuse suffer tremendously," Archbishop Michael Jude Byrnes said. "We pledge to do all we can to ensure the full protection of all children and young persons entrusted in our care. We are committed to helping victims of clergy sexual abuse achieve healing and restoration."
