Former Boy Scout Alleges Abuse during 1973 Camping Trip

A camping trip at Manenggon in Yona in 1973 turned into a nightmare for a former Boy Scout who recounted the horrific night in a lawsuit filed Monday in the District Court of Guam.

An individual with the initials "J.C.T.," through attorney David Lujan, filed a lawsuit against the Archdiocese of Agana, the Boy Scouts of America and former priest and Boy Scout master, Louis Brouillard.

When he was 15, "J.C.T." and his tent mate were getting ready to sleep during a camping outing when he smelled tobacco and saw Brouillard enter his tent. The former Boy Scout accused the priest of fondling him and sexually abusing him while repeatedly telling him, "It's okay. It's okay. It's okay."

The victim recalls when Brouillard was finished molesting and abusing him, he did the same to his tent mate. "J.C.T." was very disturbed, exited the tent and hid in the bamboo area, court documents state.

On two other occasions, the priest allegedly attempted to enter his tent to abuse him but was unsuccessful as "J.C.T." fought his way out, the lawsuit states.

At the time Brouillard was also the parish priest at the San Isidro Catholic Church in Malojloj.

The lawsuit accuses the Archdiocese of Agana of having an "internal society of sexual corruption" that was sustained through a "conspiratorial arrangement" between priests and higher officials who agreed to remain quiet about each others' sexual misconduct and to protect the offenders.

Brouillard, who now resides in Minnesota, is scheduled to be questioned in a deposition on April 17, in response to the more than two dozen civil complaints filed against him. He has previously admitted to sexually abusing 20 or more boys. In an Oct. 6, 2016, signed statement, the former priest said, "At that time, I did believe that the boys enjoyed the sexual contact and I also had self gratification as well."

The retired priest continues to receive support from the Archdiocese of Agana after serving in Guam in the 1940s to 1970s.
