Suit: Priest Seized Every Opportunity to Molest Boys

The Archdiocese of Agana and the Boy Scouts of America should have known about the "sexually abusive and exploitative propensities" of a priest who served in parishes around the island for more than two decades and also served as a leader in the Scouts organization in Guam, said a new lawsuit filed in the District Court of Guam.

An individual identified with the initials "J.D." to protect his identity, filed a lawsuit that marks the 49th civil complaint lodged against the Catholic Church in Guam.

J.D. alleges that he was sexually molested and abused by Father Louis Brouillard over a three-year period while J.D. was an altar boy at San Isidro Catholic Church in Malojloj and a Boy Scout.

The lawsuit alleges that Brouillard obtained permission from J.D.'s parents to spend the night so the boy wouldn't be late to serve the next day as an altar boy during early morning Masses.

During overnight stays at the convent, Brouillard ordered the boy to sleep in his bed naked, and allegedly routinely sexually molested and abused him.

The civil complaint also alleges that Brouillard misappropriated limosna, or church offerings from parishioners, to "reward" the altar boys and take them out to restaurants as part of his "grooming campaign as a sexual abuser of minors," court documents state.

J.D. also alleges that he was sexually molested and abused during Boy Scout events such as camping trips and swimming outings. Brouillard allegedly visited the boys' tents during camping trips and sexually abused J.D. and his tent mate.

Brouillard "seized upon every opportunity to molest young boys," the lawsuit states, subjecting the boys to him walking around completely naked, and routinely displaying and talking about pornography.

The victim alleges he witnessed Brouillard sexually molest and abuse some of the boys at the convent and on camping trips.

‘Sexual predator of young boys’

Neither the Boy Scouts of America, the Archdiocese of Agana nor the Roman Catholic Church ever formally disciplined Brouillard, despite allegedly knowing that he was a "sexual predator of young boys," attorney David Lujan wrote in the complaint.

The lawsuit also alleges that Brouillard's name was included on a list – released by Minnesota's Duluth diocese in December 2013 – of priests who had been credibly accused of sexual abuse of young people while serving in the diocese, and yet he continues to be paid by the Archdiocese of Agana on a regular basis.

Lujan also noted that the local archdiocese has hired an attorney to represent Brouillard in these cases.

The lawsuit seeks a minimum of $10 million in damages.
