Latest victim alleges priest kept book of names

Two new lawsuits have been filed against former Guam priest Louis Brouillard alleging repeated sexual abuse, and one victim has come forward alleging the former clergy member and Scout Master kept a book with the names of all of the boys he abused and their nude photos.

Thomas A. Cepeda Sr. filed a civil complaint in the District Court of Guam on Wednesday alleging he was sexually abused for three years when Brouillard served as a parish priest at Santa Teresita Catholic Church in Mangilao.

Cepeda, now 71 and residing in Washington, alleges he was repeatedly abused by Brouillard beginning at the age of 13 when he served as an altar boy at the Mangilao parish and was a Boy Scout.

The lawsuit accuses Brouillard of having "one-on-one meetings" with the boys about the development of the body. During one meeting, the priest allegedly instructed Cepeda to remove his pants so the priest could conduct a physical examination that included measuring, groping and examining his private parts.

Cepeda also accused Brouillard of forcing him and other boys to swim naked during Boy Scout outings where the scouts were learning to swim for a merit badge. The victim alleges the priest would fondle him and the other boys while they tried to swim.

Book of names, photos and nudes

It is believed that Brouillard kept a book of names of the boys he sexually molested and abused and also took individual photos of each of the boys in the Mangilao Boy Scouts troop, and in some instances took nude photos of the minor boys, court documents state.

Another civil complaint was filed against Brouillard on Wednesday for alleged sexual abuse that occurred at the San Isidro Catholic Church in Malojloj.

An individual with the initials M.W. also filed a lawsuit accusing Brouillard of sexual molestation and abuse and giving the altar boys communion wine to drink. The abuse began when he was 10 years old when he served as an altar boy at the Malojloj parish.

M.W. also alleges the abuse continued on Boy Scout camping and swimming outings.

The new complaints all seek a minimum of $10 million in damages each and accuse the Archdiocese of Agana and the Boy Scouts of America Aloha Council of having a "long-term relationship" which fostered an environment conducive to the sexual abuse of young boys on Guam by encouraging priests to serve as Boy Scout leaders and exploiting the trust placed in the church by the community.
