Second Suit against Caluag

A second victim has filed a civil lawsuit against former St. Anthony Catholic School music and religion teacher Ray Caluag, alleging school officials and police took no action against the teacher, who allegedly sexually abused and raped him as a boy.

Troy Torres, through his attorney, David Lujan, filed a civil complaint in the District Court of Guam against Caluag, St. Anthony Catholic School and the Archdiocese of Agana yesterday accusing Caluag of repeatedly sexually abusing and raping him when he was a student at St. Anthony's in 1993.

Torres, the governor's senior policy adviser, was in the 8th grade and was required to take music class.

Caluag was a trusted mentor and friend who manipulated his authority to procure compliance with his sexual demands from his victims and induce the victims to continue to allow the abuse, the lawsuit states.

On Dec. 8, 1993, Caluag told Torres to be at drama production practice, the lawsuit states. The boy became worried when he realized he would be the only student with Caluag, and told his teacher he needed to leave to go to the procession in honor of Santa Marian Kamalen, the lawsuit states.

Caluag told him not to worry and drove Torres to his house and told the boy to relax in the living room, the lawsuit states. A little later Torres was called into the teacher's bedroom where Caluag was lying on the bed, and asked the boy to massage him because he was "stressed."

The lawsuit states Torres felt uncomfortable and was "scared and confused." The boy began massaging his teacher, who later turned around and allegedly forced his student to perform oral sex and then raped him despite the boy's protests, the lawsuit states.

Similar incidents happened during the remainder of Torres' 8th grade year until a teacher noticed changes in his behavior and Torres reported the sexual abuse to the principal at the time, Sister Kathleen, the complaint states.

Torres also filed a complaint with the Guam Police Department but Caluag was never arrested and the investigation "disappeared."

Earlier this year, Torres told The Guam Daily Post, "This isn't a guy who looks like a monster." Torres explained, "This is a well put-together individual and talented music teacher who does well with principals, parents and students."

Earlier allegation of sexual abuse

The Post confirmed Caluag left Guam last year and was last known teaching music to students in Marikina, Philippines. He hung up recently when contacted over the phone for comment about an earlier sex-abuse allegation.

Last week, another former St. Anthony Catholic School student filed a lawsuit against Caluag alleging sexual abuse when he was in the 7th grade. That lawsuit alleged sexual abuse and rape at Caluag's home.

Each of the two lawsuits seeks $5 million in damages.

‘Masters of manipulation’

Torres has expressed concerns and said he believes Caluag should not be allowed to work around children.

"They are masters of manipulation. ... It should make all the sense in the world that people who abuse children will be the most popular among them in professions where they are closest to them. This isn't a coincidence," Torres said.
