Perth Catholic School Teacher Jailed for Secret Abuse of Three Vulnerable Boys

A former teacher at Perth Catholic schools who sexually abused three vulnerable boys during his decades-long career has been jailed for five years over the “extremely damaging” breach of trust.

Arthur Frank Mowle, 72, preyed on the teenage boys when he was a teacher, nurse and counsellor at the then St Marks College in Bedford in the late 1970s, Servite College in Tuart Hill in the 1980s and Kolbe Catholic College in Rockingham between 2004 and 2005.

District Court Judge Stephen Scott said Mowle — who pleaded guilty to five charges stemming from the royal commission into child sex abuse — stole his victims’ innocence.

Mowle first targeted a 13-year-old boy who had revealed his attraction to another male teacher at a school camp in 1979. Mowle struck up a “mentor” relationship with the boy, who came to his dorm the next day where the shirtless man cuddled him and caressed him on the bed.

The victim was celebrating his 14th birthday the same year when Mowle called and told him to meet him at the school, where he kissed him on the mouth.

Mowle worked at Servite College seven years later when he twice abused a Year 9 student who suffered from migraines.

He would place his hand under the boy’s pants and underwear, telling him: “It’s OK. Sometimes migraines are caused by issues in this area.”

Mowle was a teacher at Kolbe Catholic College when he performed oral sex on a 16-year-old ward of the State.

Judge Scott said Mowle’s crimes were “a breach of trust that has been extremely damaging”.

Mowle was made a reportable sex offender and will become eligible for parole after three years.
