	Statement on Fr. David Farland By Mark Dupont Diocese of Springfield March 8, 2006 SPRINGFIELD � "Fr. David Farland is a diocesan priest, who has been placed under the conditions of the Dallas Norms since their inception in 2002. Fr. Farland was placed there as a result of a "pre-Dallas Norms" credible allegation for which he had already been removed from parish ministry and sent for counseling. Upon completion of that counseling program, he was � until 2002 � allowed to perform limited ministry that did not involve contact with minors. Until 2002, that was the recommended action in some misconduct cases. However, as soon as the Dallas Norms came into effect, Father was removed from all ministries and placed under the norms."
