Ohio Pastor Accused of Sexually Abusing Children Now Serving at New Church

An Ohio pastor, who is accused of sexually abusing two children in his care, is serving at another church where his new congregation believes in his innocence.

Dominic J. Foor, 39, was indicted June 5 in Pickaway County, Ohio, Common Pleas Court with 11 counts of sexual battery, six counts of unlawful sexual conduct with a minor, and six counts of importuning. (Ohio defines importuning as soliciting a child between the age of 13 to 16 for sex.)

Court records show the alleged abuse was from November 2022 to November 2024 and May 2024 through November 2024. The alleged victims are now 16 and 18 years old.

Foor is free on $250,000 bond, ordered to have no contact with the alleged victims, and must stay in the state.

Until December, he was the pastor of the Columbus-based Pathway Apostolic Church, which is part of the United Pentecostal Church International. Foor is now preaching at non-denominational New Direction Church about five miles away.

His former supervisor, United Pentecostal Bishop John Palmer, confirmed Foor is not associated with Pathway, and his name is not on the church’s website.

Foor is amid divorce proceedings with Palmer’s daughter, Hannah, who accused Foor of neglect of duty and extreme cruelty.

The Foor home life was strict, and the alleged victims asked to live with the Foors, said Nikki Trago, New Direction board member.

Trago supports Foor, saying, “He has baptized every single person in my family and has led hundreds (of people) to Christ. Pathway Apostolic stood behind Foor until they found out he preached at New Direction.”

“Every single person in our church believes he (Foor) is a man of God,” Trago said.

Trago said the two alleged victims were placed with Foor and his estranged wife after the biological father asked Foor to care for his children while on his deathbed.

The two teens had been in and out of foster homes and had accused a family member and a family friend of sexual abuse to get Child Protective Services to remove them from their relatives’ homes, she claimed.

“They were both cleared of any wrongdoing, and the family member is expected to testify against the false allegation,” Trago said. She added there was no evidence of sexual abuse on the two teens, and Foor’s DNA was not found on the sexual assault kits.

Foor has a criminal history, including guilty pleas for drug possession in 2010, robbery, drugs and weapons in 2005, and a 2003 burglary conviction, reported WSYX-TV, Ch. 6, an ABC affiliate in Columbus.
