Holtz resigned from his position 8/02 after the diocese investigated a report that he had sexually abused a minor in early 1980s while under the influence of alcohol. He had received treatment for alcohol abuse in the mid-1980s. Had been adjutant judicial vicar on the Diocesan Tribunal. Permanently removed in 2002. Reportedly, Bishop Raica was told in 2016 that Holtz was working as a sacristan and was seen helping an altar boy with his belt. Included on the diocese's list of credibly accused in 2018. Its updated list in 4/21 shows that Holtz had been laicized.

A man told the diocese in 1995 that Holtz abused him as a boy 1974-75. Claims settled in 1997 and Holtz agreed to be laicized. Accused in a lawsuit filed in 12/02 of abusing a boy in 1970. One plaintiff alleging abuse by Holtz joined a 2003 class action suit against the diocese, but later withdrew and settled. Laicization announced 8/12/03. Died 10/27/14.
