Fr. Kevin P. Duggan
In 11/2013 Bishop Bootkoski informed parishioners at St. James the Less in Jamesburg that Duggan had been accused of sexually abusing a young developmentally-challenged adult in the early 1990s at St. James Parish in Woodbridge. The Diocese first learned of the alleged abuse in 4/2013. Duggan resigned from the parish in 7/2013 and was sent for four months to Guest House in MN for treatment of alcoholism. He adamantly denied the allegations. The Diocesan Review Board found the accuser to be credible and Duggan’s privileges were removed. He died 7/6/2017. A lawsuit was filed on behalf of the victim in 6/2019. The Diocese offered a settlement in 7/2020.

Our Database of Publicly Accused does not state or imply that individuals facing allegations are guilty of a crime or liable for civil claims. The reports contained in the database are merely allegations. The U.S. legal system presumes that a person accused of or charged with a crime is innocent until proven guilty. Similarly, individuals who may be defendants in civil actions are presumed not to be liable for such claims unless a plaintiff proves otherwise. Admissions of guilt or liability are not typically a part of civil or private settlements. For more information, see our posting policy.
