Local pastor charged with new sex crimes following previous convictions

A local pastor with a history of sexual misconduct is facing a new set of charges following an alleged incident at a Chesapeake church last month.

Da’Qwone Hill, who has previously been charged with sex crimes, is accused of multiple offenses stemming from a Feb. 28 encounter involving an 18-year-old man.

According to court documents, the complainant alleges Hill took him into a back office of a church. The criminal complaint states that Hill asked the teenager if he wanted to see his private parts and, according to the teen’s written statement, Hill “continued to pull down his pants and show me anyway.” The teen further alleged that Hill attempted to get him to touch his private parts. The victim said he was able to leave the office, but claims Hill also tried to get him to go to his car “to get me alone,” according to the court documents.

The victim’s mother, who spoke on the condition of anonymity to protect her son’s identity, told 10 On Your Side the church is located on Indian River Road. There was no sign on the establishment and the curtains were closed. No one answered the door Wednesday afternoon.

The victim’s mother expressed shock over the allegations involving a man the family has known for years.

“Again, that’s my pastor, our youth pastor,” she said. “I’m not thinking that he’s going to try to do something with my child. That’s the last thing I thought.”

The mother also alleged that during the encounter, Hill used his phone to show her son a video of Hill masturbating.

This is not Hill’s first interaction with the legal system regarding sexual offenses. In 2017, he was charged with sex crimes in Norfolk. As a condition of his bond release, Hill was prohibited from participating in any church work involving youth.

Records also show that in May 2025, Hill pleaded guilty to charges of entering a school as a convicted sex offender, resulting in a sentence of indefinite supervision.

Hill is currently out on bond. He is scheduled to appear in Chesapeake General District Court April 1 and in Chesapeake Juvenile and Domestic Relations Court April 2.
