Pawleys Island Community Church pastor could not be reached to answer questions about Power of Attorney

A registered sex offender accused of violating his probation by working near children answered his door, but not WMBF’s questions on Thursday.

70-year-old Warren Spence Perry, of Murrell’s Inlet, was arrested on July 14. The Georgetown County Sheriff’s Office said Perry violated his probation by doing volunteer work at Pawleys Island Community Church, which also runs an elementary school, preschool, and nursery.

Perry was convicted of Sexual Exploitation of a Minor in 2023 for a crime committed in 2020.

WMBF has contacted the South Carolina Department of Probation, Parole, and Pardon Services to inquire why Perry’s probation officer did not know of his activities at PICC, but has not received a response yet.

Perry declines to answer questions

WMBF reporter Sydney Ryan knocked on Perry’s door Thursday to ask why he worked near children while on probation.

“I’m sorry, I’m kind of busy right now,” Perry said, and shut the door while ignoring a question about who knew that he was on probation.

Pastor, wife named as power of attorney

WMBF has also uncovered that in April 2026, Perry named Ginny Williams, wife of PICC pastor Donald Williams, his Power of Attorney. Donald Williams is named the successor POA if Ginny Williams is unable or unwilling to act.

The document grants Williams the right to perform many legal and business activities on Perry’s behalf, including receiving checks, suing for money, and leasing real property. The document also says neither agent is required to post any bond on Perry’s behalf.

WMBF reporter Sydney Ryan tried to reach the Williams’ at their home in Pawleys Island, but no one answered the door.

At PICC, a man wearing a security badge told Ryan that Donald Williams was not in the building and did not know where Williams was or could be contacted.

Georgetown County Sheriff Carter Weaver said Thursday that investigators are interviewing parents, teachers, and church leaders connected to PICS and its school, and that anyone found to have violated the law in connection to Perry would be charged.
