A Fairfax County pastor is facing charges in Pennsylvania after he sent illicit photos of himself to a teen there, according to state police.
Troopers said Kenny Baldwin faces charges of unlawful contact with a minor, corruption of minors, indecent exposure and open lewdness.

Investigators said Baldwin met the victim when they were 15 years old in November 2024. Baldwin was visiting the victim’s church in York County to deliver a sermon, according to Troopers. Baldwin was employed as a senior pastor at Crossroads Baptist Church in Bailey’s Crossroads at the time. 7News has reached out to the church for more information on whether Baldwin is still employed there. This story will be updated if we receive a response.
Troopers said Baldwin and the teen exchanged numbers and began communicating. Investigators said Baldwin would send the victim pictures of genitals over WhatsApp. Investigators said this persisted multiple times a week until December 2025.
Troopers began investigating in May when they were contacted by the victim, now 17 years old.
Investigators questioned Baldwin in June. Troopers said he confessed to sending the images and exposing himself to the teen in person on at least three occasions.
Troopers believe there may be more victims.
Baldwin took over Crossroads Baptist Church in 2011, stepping in for his father, Louis Baldwin, who founded it in 1981, according to a history page on the church’s website. A staff page for the church displayed an error message on Thursday.
Baldwin was also a member of the Board of Directors at Veritas Baptist College. The school said in a statement that it took action to “revoke” his position. You can read the full statement below.
“Veritas Baptist College learned of the serious allegations of immoral conduct leading to appropriate criminal charges against Kenneth Baldwin only through recent public reporting. Mr. Baldwin served as a member of our Board of Directors but, as a result of his alleged conduct, the Board has taken decisive action to revoke his position.
The conduct alleged in the charges is reprehensible, sinful, and in direct conflict with the biblical standards, moral character, and leadership qualifications that Veritas Baptist College upholds for all trustees, faculty, staff, and leaders. We are deeply grieved by these allegations and remain unequivocally committed to the protection of our students and the integrity of our institution. Publicly available information gives no indication that any Veritas student, employee, program, or activity was involved in any way.
Upon learning of the allegations, the Board immediately and without hesitation initiated the formal process necessary to remove Mr. Baldwin from any leadership position associated with the college, including membership on its Board of Directors.
We are praying earnestly for the alleged victim, his healing, comfort, and well-being, as well as for all those affected by these events. Veritas Baptist College will fully cooperate with law enforcement and any lawful investigation. To honor and protect the privacy of the student-aged victim, respect the judicial process, and the ongoing investigation, we are unable to offer further public comment.”
