After training in Boston MA and then Albany NY, Duggan was in the Scranton diocese, Archdioceses of Baltimore, Philadelphia, Chicago, Nigeria, Diocese of Camden, then back to Scranton. Worked in high schools and parishes. Allegation in 2002 to the Archdiocese of Baltimore of sex abuse of a teenage boy in the late 1960s – early 1970s, while assigned to Loyola Blakefied School. The boy died in 1975. The boy’s father met in 1993 with a Jesuit official, who said Duggan admitted to the abuse and was being sent to Canada for treatment. Per the 2018 PA Grand Jury Report, Duggan admitted to sexually abusing young children early in his priesthood.  Another report to the Jesuits in 1995 of abuse in Africa while there 1981-1983. Allegation to the Archdiocese in 2002 of abuse of a boy, age 11, at Scranton Prep in 1951. Victim reported the abuse in 1996 to the Jesuit Provincial and civil authorities. Restricted after 1996 by Scranton Bishop Timlin to convent and prison ministry, yet allowed to assist at parishes. Included on the Archdiocese’s 9/2002 list. Included in the 8/14/2018 PA Grand Jury Report as John M. Duggan. Died 1/10/2004. On the Scranton diocese’s list 8/19/2018. On the MD Province Jesuits list 12/17/2018. Included in the 4/5/2023 MD Attorney General’s Report.
