Monsignor. Tribunal judge, canon lawyer, moderator of the Curia, vicar general. Oversaw abuse cases. In 2017 a man told the diocese that Garcia molested him 1973-75, when the man was a teen working in the rectory of St. Michael’s in Flushing, Queens. Garcia denied the allegations. Accused in many lawsuits of covering up abuse in the diocese. The IRCP determined there was “insufficient support” to find the man’s claim eligible for compensation. Garcia was not included on the diocese’s list in 2/19. In 9/19 a second man filed suit under the Child Victims Act, alleging abuse as a boy by Garcia.
