Incardinated in 1975 to the Diocese of Buffalo. Named publicly as accused by the Diocese on its list 3/2018 of those removed, retired, or having left ministry after allegations of the sexual abuse of a minor. Higgins died in 2016; the list includes deceased priests only if they are the subject of more than one allegation. Pastor 1983-1997 of Most Precious Blood in Angola, NY. Accused in a lawsuit filed in 8/2019 of sexually abusing a child, age 9-10, during 1990-1991.
