Rouse admitted in 1995 that he had engaged in sexual misconduct with minors in the 1970s. Facts came out in 1995 during Rouse’s second leave of absence for treatment of alcoholism; the Attorney General’s office was notified. His privileges were removed as well. A 7/97 news article referred to him as a priest on leave from the archdiocese doing graduate work at Washington University in St. Louis.
